The Arkansas Educational Television Network (AETN) Production Division Director is responsible for directing the operation of the production division in the provision of quality in-house productions for broadcast on the Arkansas Educational Television Network. This position is governed by state and federal laws and agency policy.
Typical Functions
Supervises a large technical staff by interviewing, recommending for hire, training or delegating training activities, approving leave requests, and evaluating the performance of incumbents. Acts as liaison with production contractors, negotiates terms and conditions of contracts, and reviews television programs prior to broadcast to assure quality and achievement of purpose. Proposes and monitors production division budget and builds, reviews, and manages fiscal year and project. Proposes television program concepts and format, writes program treatments, drafts program proposals, and conducts topic research to determine audience needs and interests. Writes and produces television programs, plans television production process for specific programs, researches program subject matter, gathers information, and distributes information as needed. Performs other duties as assigned.
Special Job Dimensions
Frequent in-state travel and occasional out-of-state travel is required.
Knowledge, Abilities, and Skills
Knowledge of supervisory practices and procedures. Knowledge of television production techniques, standards, and procedures. Knowledge of state budgetary and purchasing techniques and procedures. Knowledge of the principles of human resource and organizational management. Knowledge of Federal Communications Commission rules, guidelines, and regulations forpublic broadcasting. Ability to direct the operations of the production division. Ability to prepare, present, and review oral and written information and reports. Ability to plan, supervise, and motivate a creative television production team. Ability to organize, analyze, evaluate, develop, and produce program ideas and programs.
Minimum Education and/or Experience
The formal education equivalent of a bachelor's degree in radio and television, journalism, or a related field; plus five years of experience in television programming or a related area, including two years in a supervisory capacity.
Preferred Qualifications
Five years of progressive experience in media production techniques, standards and procedures, including supervision of production and creative employees in both studio and film production. Knowledge of and experience with state budgetary and purchasing techniques and procedure, FCC rules and guidelines; and specific production regulations for public broadcasting, including PBS. Grant writing for public media experience a definite plus.
Certificates, Licenses, Registrations
Must possess a valid Arkansas driverís license. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
