The Department of Human Services (DHS) Chief Financial Officer (CFO) reports to the Director’s Office and serves on the executive leadership team. The DHS CFO is responsible for overseeing all financial activities occurring within the department as well as financial policy and long-term financial planning. This position is governed by state and federal laws and agency policies.
Typical Functions
Directs the activities of financial personnel through lower level managers and supervisorsby overseeing the progress and finalization of the work product, interviewing and selectingapplicants or approving selections, providing disciplinary action, ensuring appropriatetraining is provided to staff, conducting performance evaluations and establishing workpriorities. Plans and directs division activities by establishing financial goals, objectives, and short andlong-range plans to ensure consistency with overall agency/institution mission. Oversees the development, revision, implementation, and monitoring of administrativepolicies and procedures, biennial and interim budgets, and reallocation needs of thedepartment. Ensures accuracy of financial data through the review and creation of financial andstatistical reports. Serves as member of the executive leadership team. Provides technical assistance, guidance, and information to internal and external contacts,legislators, vendors, and other customers by researching and interpreting federal and statelaws and agency policies and procedures. Performs other duties as assigned.

Knowledge, Abilities, and Skills
Knowledge of state and federal laws, rules, regulations, policies, and procedures related toaccounting and fiscal management, budget development and maintenance. Knowledge of the state legislative and budgetary processes. Knowledge of Generally Accepted Accounting Principles (GAAP) related to cash flow,revenue and expense analysis, cost allocation, and budgeting. Knowledge of state and federal laws, rules, regulations, policies and procedures related toother administrative functions, including human resource management, procurement, andasset management. Knowledge of computer software to support agency functions. Ability to interpret and apply laws, rules, regulations, policies and procedures, and developlegislation or recommend revisions. Ability to analyze data, plan outcomes, and determine solutions. Ability to develop short and long-range goals and objectives to meet agency needs. Ability to plan and direct the work of others. Ability to work effectively with internal, external, executive and legislative contacts. Ability to communicate effectively in verbal or written format.
Minimum Education and/or Experience
The formal education equivalent of bachelor's degree in accounting, finance, or a related field; plus eight years of progressively more responsible experience in accounting or financial operations, or a related field, including five years in a professional management capacity.
Preferred Qualifications
Must have working knowledge of Medicaid financial processes.
Certificates, Licenses, Registrations
Must be certified as a Certified Public Accountant by the State Board of Public Accountancy in accordance with ACA 17-12-301. Must possess a valid Arkansas driver’s license. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. Special Work Condition
This position will serve as the Chief Financial Officer for the Arkansas Department of Human Services and direct all financial activities, including Medicaid Divisions. This position is located in Little Rock, AR with a starting salary of $120,543.
