Summary
The Department of Information Systems (DIS) Disaster Recovery Manager (DRM) designs, plans, implements, and directs the Information Technology (IT) Disaster Recovery (DR) function at DIS. The DIS DRM is responsible for ensuring that appropriate disaster recovery plans, documentation, and testing procedures are developed and maintained for DIS hosted and managed IT systems and services. The focus of this position is on the technical aspect of Disaster Recovery and High Availability. The DRM is a supervisory role, leading a team of IT professionals.
Typical Functions
Manages the design, implementation, and communication of agency continuance and disaster recovery plans and processes that ensure the security and integrity of company data, databases, information systems, and technology.

Plans and coordinates regular DR exercises. Conducts risk analysis to identify critical operations and systems critical to continued operations.

Develops IT Capacity Plan and a Process for maintaining the Capacity Plan.
Integrate Disaster Recovery elements into Change Management / Application “Go-Live” processes.

Identifies and develops the DIS Strategy for Disaster Recovery and High Availability (HA) of mission critical services.

Provides input to and act as a resource for the development, implementation, maintenance and/or dissemination of standards, policies, procedures, guidelines, related to DR and HA.

Assists in enhancing, formalizing, and standardizing the DR process, including how and where DR documents are stored.

Supervises the development of Disaster Recovery as a Service offerings for our customers.

Participates in working groups focused on identifying critical state functions, and developing and associating Recovery Point Objectives (RPOs) and Recovery Time Objectives (RTOs) with these functions.

Serves as primary contact for DIS to handle coordination response during IT DR situations.

Participate in the joint decision made by all stakeholders to move to alternate sites.

Performs other duties as assigned.

Occasional out-of-state and in-state travel, on-call duty, and extended work hours during critical periods are required.
Knowledge, Abilities, and Skills
Knowledge of change management and organizational processes.
Knowledge of principles of logical or scientific thinking to a wide range of intellectual and
practical problems.
Knowledge of concepts such as fractions, percentages, ratios, and proportions to practical
situations.
Ability to provide analytical, technological, developmental, project management, and
organizational skills.
Ability to conduct verbal and written communications skills, including ability to develop and
deliver presentations of DR materials and DR plan specifics to senior management, customers, and training groups.
Ability to set performance goals and provide timely deliverables related to DR activities.
Ability to successfully interface with all levels of management and employees within DIS and
within customer organizations and Legislative and Executive authorities of State Government.
Ability to read, analyze, and interpret the most complex documents.
Ability to prepare, present, and review oral and written information and reports.
Ability to respond effectively to the most sensitive inquiries or complaints.
Ability to conduct effective and persuasive speeches and presentations on controversial or
complex topics to top management, public groups, and/or boards of directors.
Ability to deal with a variety of abstract and concrete variables.
Minimum Education and/or Experience
The formal education equivalent of a bachelor’s degree in Computer Science, Systems Engineering, Information Management, or a related field; plus five years of Information Technology support experience including Disaster Recovery.

Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
