The Arkansas Career Education (ACE) Program Advisor is responsible for assisting in the development and evaluation of educational programs administered by the Arkansas Department of Career Education throughout the state. This position is governed by state and federal laws and agency policy.
Typical Functions
Monitors budget amendments and expenditure reports of programs, approves/disapproves expenditures; reviews program specific information submitted in the data information systems for program approval. Writes comprehensive reports interpreting and applying federal and state regulations; analyzes end of the year data, and develops analysis reports on areas of concentration for in-service activities. Provides funding grant comments on applications and reviews new program start up grant information; reviews federal and state budgets, project applications, and program grants. Provides technical assistance to programs by interpreting regulations, answering questions, and resolving problems. Evaluates program effectiveness through on-site visits, program reviews, and desk audits to ensure program compliance. Advises local program administration personnel of violations, recommendations, and commendations. Coordinates and conducts education and training improvements to comply with federal and state regulations. Conducts workshops during local meetings and professional conferences. Reviews status and accountability reports for programs. Performs other duties as assigned.

Knowledge of federal and state laws regarding licensure within the field of education. Knowledge of educational program development and presentation techniques. Knowledge of teaching principles and methods. Ability to interpret and apply, applicable portions of federal and state regulations governing educational programs. Ability to research, generate, simulate, modify, and conduct educational programs. Ability to prepare, categorize, and document reports. Ability to evaluate applications and their supporting documentation. Ability to prepare present information to various groups orally and in writing.
Minimum Education and/or Experience
The formal education equivalent of a bachelorís degree in education, business administration, or a field directly related to the assigned program area; plus four years of experience in education or directly related to the assigned program area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Position Summary

The ARCareerEd Program Advisor will function as a Family and Consumer Sciences (FACS) Program Advisor, for the Office of Family and Consumer Sciences (FACS), in the Division of Career and Technical Education (CTE). This Advisor will work (1) closely with ARCareerEd program advisors in the area of FACS as well as other departments in the agency, particularly with relation to technical assistance to schools; (2) with school administrators, CTE coordinators, and teachers in developing, implementing and maintaining courses in FACS pathways and programs of study; (3) with business and industry partners as a part of the advisory councils to develop industry-relevant FACS programs.

Travel will be required to attend conferences at the local, state, and national level. Overnight travel will be required for education visits, as well as for student organization visits, which will be extensive during peak work periods. It is not uncommon for the FACS Advisor to be on official agency business travel from three (3) to four (4) nights per week for several weeks.

Education and Professional Work Experience

The formal education equivalent of a bachelor's degree in education, family and consumer science, home economics, or a related field; plus four years of experience in the field of education. Related education areas for the FACS Program Advisor are: Culinary Arts, Dietetics, Family Economics, Human Development and Nutrition. A Master of Arts in Teaching will be considered.

A valid (unexpired) teaching license is required for FACS Program Advisor. Professional work experience as a classroom teacher is required.

The Family and Consumer Sciences Program Advisor must demonstrate initiative as a self- starter, be analytically astute, exercise responsible discretion and judgment, and be highly motivated to competently achieve performance expectations with minimal supervision.

A high level of integrity is essential to be successful as the Program Advisor. The candidate must effectively communicate orally and in writing. Knowledge of and effective application of grammar, punctuation, and syntax rules is required. Public presentation experience is needed.

Job Responsibilities and Expected Results

Assist the Family and Consumer Sciences (FACS) Program Coordinator and advisors in the development and/or revision of the FACS course frameworks.

Assist in developing and revising state standards that include industry and national standards and addresses all levels of learning; develop appropriate assessments.
Review school district course offerings for accuracy of information, assisting teachers in reporting procedures and processes, including licensure and permitting related to FACS programs.

Review new program start-up application and Perkins improvement activities.

Conduct technical assistance visits at school offering FACS programs.

Maintain reports and records submitted by teachers; assist in coordinating and conducting professional development for CTE teachers.

Support the activities of Family, Career and Community Leaders of America.

Assist teachers with using the Arkansas Department of Career Education website, particularly as it relates to the Teacher Information System, Perkins information, curriculum frameworks, and other areas as necessary.

Provide direct and/or indirect support for FCCLA organization as assigned.

Develop and present professional development sessions for teachers of Family and Consumer Sciences and related programs.

Assist teachers, administrators, and CTE coordinators with enrollment and training for specialized courses, programs, and professional development opportunities.

Exercise responsible discretion to protect the integrity of all confidential agency, client, student and employee information.

Review and score grant application submissions for new and expanded programs, conduction site visits as necessary; process grant reimbursement documents.

Assist in updating FACS-related information for the Arkansas Department of Career Education website.

Participate professionally in meetings and committees, adhering to agency standards set forth in the Communication Requirements and Conduct Expectations.

Assist in evaluating vendors, speakers, etc. for participation in conference and professional development activities.

The State Board of Career Education is the governing board for the Arkansas Department of Career Education. ACE is comprised of three divisions which are: Adult Education, Career and Technical Education, and Arkansas Rehabilitation Services. The Arkansas Career and Technical Institute (ACTI) is a part of the Rehabilitation Services Division.

ACE oversees career and technical education programs in the secondary schools, secondary area technical centers, adult and youth apprenticeship programs, Arkansas Rehabilitation Services, and adult education programs. ACE also works with the Veterans Administration to approve state educational programs for veteransí benefits, and has oversight authority for the Law Enforcement Support Office 1033 and the Department of Defense 122 Programs.
