Summary
The Certified Vocational Rehabilitation Counselor is responsible for testing, assessing, and counseling students in their vocational goals. This position is governed by state and federal laws and agency policy.
Typical Functions
Administers and scores various tests to determine vocational and academic placement of students. Provides career counseling to students regarding chosen vocation, by helping student in assessment interpretation and program selection and sharing information on financial aid, social agencies providing support, and other educational institutions, and counsels individuals on time management and goal setting. Counsels special needs students and at-risk students, individually or in group sessions, concerning social, civic, personal, and educational problems, and refers to alternate sources for assistance. Works with instructors to develop an Individual Written Vocational Plan for special needs and disabled students and monitors program by observing student's progress. Recruits students by developing and making presentations on school curriculum to regional junior and senior high classes, counselors, civic organizations, social service agencies, and various other interests groups. Monitors and documents job market information, including local industry needs and vocational skill requirements for employment, and maintains confidential student records. Develops extension programs by writing program proposal, hiring instructors, assisting instructors in curriculum development, and establishing admission procedures and standards. Assists instructors in obtaining and compiling student follow-up information, administers Graduate Equivalency Diploma test, attends professional conferences and workshops, and assists with special school functions. May supervise a small administrative support staff. Performs other duties as assigned.

Knowledge of vocational education, vocational rehabilitation, job placement, career opportunities, and evaluation. Knowledge of the principles and practices of counseling and testing assessment. Ability to plan, organize, and direct the work of others. Ability to prepare, present, and review oral and written information. Ability to develop, monitor, and evaluate vocational programs for individual student needs and for the vocational unit. Ability to obtain and provide information, guidance, and counseling to students.
Minimum Education and/or Experience
The formal education equivalent of a master's degree in education, counseling, rehabilitation counseling, or counselor education; plus two years of experience in counseling or a related field.

Position Summary

The Certified Vocational Rehabilitation Counselor is responsible for testing assessing and counseling individuals with disabilities. This position is responsible for serving several counties. This position is governed by the state and federal laws and agency/institution policy. The position requires strong communication and organizational skills. The position requires the individual to travel for itinerary points and/or community outreach.
The Counselor counsels individuals with disabilities to provide vocational rehabilitation services: Interviews and evaluates disabled applicants, and confers with medical and professional personnel to determine type and degree of disability, eligibility for service and feasibility of vocational rehabilitation. May specialize in type of disability.

Education and Professional Work Experience

The preferred education and work experience would include a master's degree in rehabilitation counseling, counseling, counselor education plus two years' experience in counseling or a related field.
Prefer a Certified Vocational Rehabilitation Counselor in accordance with the Commission on Rehabilitation Counselor Certification. Prefer an applicant with CPR certification.

Therapy and Counseling- Knowledge of principles, methods, and procedures for diagnosis, treatment, and rehabilitation of physical and mental dysfunctions, and for career counseling and guidance

Customer and Personal Service -Knowledge of principles and processes for providing customer and personal services .This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

Psychology- Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; psychological research methods; and the assessment and treatment of behavioral and affective disorders

Education and Training- Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects


Clerical - Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and other office procedures and terminology

Administration and Management- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources

Sociology and Anthropology- Knowledge of group behavior and dynamics, societal trends and influences, human migrations, ethnicity, cultures, and their history and origins

Personnel and Human Resources- Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems



Job Responsibilities and Expected Results

Vocational Counseling
Provide satisfactory level of counseling, assistance, and supportive services to assist the client in meeting their employment goal
Counsel clients concerning individual strengths and limitations in order to assist with appropriate vocational choices
Counsel clients concerning vocational options in relations to their field of choice, marketability, longevity, and areas of employment growth
Counsel clients concerning self-advocacy and what it entails in order to ensure longevity in competitive employment
Assessment:
Assess client needs -administer and score various tests to determine vocational and academic placement of students
Assess current level of functioning by arranging a variety of tests, work activities, work adjustments, or a combination of both
Case Management/Client Services:
Accurately maintain client records within an electronic case file system
Responsible for updating client records on a daily basis within an electronic case file system
Responsible for keeping in contact with client regularly as noted in policy and procedure
Develop client employment plans with client participation keeping in mind strengths, limitations, and interests
Properly code all mental health cases using appropriate disability code.
Maintain adequate rate of production in their assigned area and required number of closures
Preserve the integrity of all employee, client and student information.
Serve as a client advocate

Financial Management:
Effectively manage and track case service expenditures
Determine that paid for services are necessary for an employment outcome according to policy and procedure
Ensure clients are knowledgeable concerning appropriate utilization of agency funding

Career Development:
Monitor and document job market information, including local industry needs and vocational skill requirements for employment, and maintains confidential student records
Provide opportunities for client to learn proper resume format, interview techniques, and appropriate dress
Teach appropriate soft skills in including but not limited to; Communication, teamwork, flexibility, problem solving, conflict resolution, and time management

Transition Services:
Provide career counseling to students regarding chosen vocation, by helping student in assessment interpretation and program selection and sharing information on financial aid, social agencies providing support, and other educational institutions, and counseling individuals on time management and goal setting
Work with instructors to develop an Individual Written Vocational Plan for special needs and disabled students and monitors program by observing student's progress
Provide job exploration counseling
Provide work-based learning experiences, which may include in-school or after school opportunities, or experiences outside the traditional school setting (including internships), that is provided in an integrated environment to the maximum extent possible
Counseling on opportunities for enrollment in comprehensive transition or
Post-secondary educational programs at institutions of higher education
Provide opportunities for workplace readiness training to develop social skills and independent living
Provide instruction in self-advocacy, which may include peer mentoring

Community Involvement/Marketing:
Develop and maintain referral sources and community contacts
Participate in monthly staff meetings with designated state partners
Educate Business Owners on how to work/hire individuals with disabilities
Educate business owners on how to hire individuals with disabilities
Educate business owners on how to serve clients with disabilities
Educate business owners on accessibility
Inform the general public about individuals with disabilities and how they can be an asset


Administrative Roles:
Understand and remain compliant to policies and procedures
Understand and remain compliant with federal regulations
May supervise a small administrative support staff
Assist with training new administrative support staff and new VR counselors

Professional Development:
Responsible for maintaining CRCC by participating in relevant continuing education
Responsible for expanding knowledge base by seeking out and participating in conferences and other available training
Certificates, Licenses, Registrations
Must be licensed as a Professional Counselor by the Board of Examiners in Counseling in accordance with ACA 17-27-301 or certified as a Certified Vocational Rehabilitation Counselor in accordance with the Commission on Rehabilitation Counselor Certification. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
