The Human Resources Recruiter is responsible for planning, developing, and implementing recruitment and staffing strategies for an agency/institution. This position is governed by state and federal laws and agency policy.
Typical Functions
Consults with and guides hiring managers in recruitment and staffing issues, policies, andprocesses. Develops and conducts job fairs to present employment opportunities to potentialapplicants. Develops recruitment programs and materials to fill specific vacancies. Assists in the analysis and creation of policies involving the job posting and applicationprocess. Analyzes and evaluates employment applications received from internal and external applicants. Participates in pre-employment interview panels to assist with personnel issues and make certain that proper procedures are followed. Prepares and coordinates the flow of appropriate paperwork for each interviewee. Conducts pre-employment background checks including but not limited to reference checks, criminal history background checks, and drug testing. Prepares spreadsheets and databases to track recruitment efforts and related information. Prepares and submits various bi-weekly, monthly, quarterly, and annual personnel reports. Performs other duties as assigned.
Special Job Dimensions
Occasional in-state and overnight travel is required.
Knowledge, Abilities, and Skills
Knowledge of the principles and practices of human resources. Ability to prepare and conduct recruitment programs. Ability to communicate with diverse groups. Ability to analyze data and prepare written and oral reports. Ability to prepare, present and review oral and written information and documents. Ability to interpret and apply state, federal, and agency/institution policies and procedures governing human resources.
Minimum Education and/or Experience
The formal education equivalent of a bachelorís degree in human resources, public administration, organizational management or a related field; plus one year of experience in human resources. CERTIFICATES, LICENSES, REGISRATONS:Must possess a valid Arkansas driverís license. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
Preferred Qualifications
Minimum one year experience working in Recruitment. Minimum one year experience working in Arkansas State Jobs or other online applicant tracking systems. Proficiency in Microsoft Word, Excel and PowerPoint. Exceptional customer service skills required.

Occasional in-state travel to recruitment fairs, college campuses, etc. Must be able to lift promotional items and supplies.
