The Department of Finance and Administration (DFA) Alcoholic Beverage Control (ABC) Enforcement Officer is responsible for ensuring compliance and enforcement of local, state, and federal liquor and criminal laws and statutes. This position is governed by state and federal laws and agency policy.
Typical Functions
Conducts inspections of permitted liquor outlets for violations of state liquor laws including checking for credit sales, gambling, serving minors, permit status, server awareness forms, working exit lights, employment of minors with documentation, and store inventory. Prepares status reports of inspections. Maintains surveillance of permitted liquor dealers suspected of violating liquor laws, suspected illegal liquor dealers and border state liquor stores for illegal alcohol transportation into the state. Investigates complaints from the public or other law enforcement entities, prepares status reports of surveillance activities or investigations, issues citations and/or makes arrests. Collects evidence and testifies at hearings or in court. Investigates background information of applicants for liquor permits to include inspecting physical condition of proposed outlets and proximity to schools and churches and interviewing area business and home owners. Makes presentations regarding alcoholic beverage laws, rules, and regulations and presents alcohol education programs to various organizations. Coordinates the destruction of old or damaged liquor with local health departments and alcohol distributors and verifies breakage for tax refund; locates and destroys illegal still operations. Arrests suspected operator(s). Prepares weekly activity reports to include the number of applications reviewed, inspections, investigations, compliance checks, or undercover assignments completed, arrests made, and papers served. Prepares usage, repair, and maintenance reports related to state-owned vehicle, fuel, and equipment and notifies the Assistant Director when vehicle, computer, or phone equipment are damaged or unusable. Serves offers of settlements, notices of hearings, subpoenas, permits, and shut down orders to the permittee or employee of the outlet and closes liquor and retail stores as needed in accordance with orders. Performs other duties as assigned.
Special Job Dimensions
Shift work involving irregular working hours, to include holidays and weekends, is occasionally required. Required to carry and use a firearm while on duty. Frequent travel within assigned area is required.
Knowledge, Abilities, and Skills
Knowledge of law enforcement operating standards and procedures. Knowledge of basic state and federal liquor laws. Knowledge of surveillance and investigative techniques. Ability to operate a firearm and a motor vehicle. Ability to perform investigations and make arrests. Ability to secure and document evidence and present testimony. Ability to prepare and present oral and written information and reports. Ability to use a personal computer. Ability to coordinate and lead the work of others.
Minimum Education and/or Experience
The formal education equivalent of a bachelors degree in criminal justice, public administration or a related field; plus one year of law enforcement investigation and/or surveillance experience. ORThe formal education equivalent of a high school diploma; plus five years of law enforcement experience with two years in investigation and/or surveillance work.
Preferred Qualifications
5+ years experience in criminal investigations and/or narcotics diversion. Strong report writing, communication, presentation, and interview skills. Bachelors degree preferred. Experience in Excel, Word, and Power Point. On call availability with travel and short notice response may be required. All equipment is provided by the agency.
Certificates, Licenses, Registrations
Must be certified as a Basic, General, Intermediate, Advanced, or Senior Law Enforcement Officer by the Commission on Law Enforcement Standards and Training in accordance with ACA 12-9-101 through 12-9-109. Must possess a valid Arkansas drivers license. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
Agency Specific Information
This position is assigned to the Criminal Investigations Division as an Investigator. The duties include investigating violations of tobacco, alcohol, and medical marijuana laws. You do not need to be currently employed as an agent to apply. Must be a fully certified CLEST accredited law enforcement officer.

This position will take place in Craighead or surrounding counties.
