Summary
The Office of Arkansas Lottery (OAL) Network Engineer is responsible for the Office of Arkansas Lottery (OAL) Information Technology Section infrastructure by serving as the primary interfacing role between the Department of Information Systems (DIS) and the Department of Finance and Administrations Office of Information Systems (DFA-OIS), designing and maintaining the network infrastructure for the OAL, developing the strategy and architecture for a network system, designing, implementing and supporting the OAL network, including security, operating systems, application support, computing systems, e-mail, enterprise network management, system back-up, remote access and distributed network applications and telephony. This position is governed by state and federal laws and agency policy.
Typical Functions
Designs and implements state of the art network solutions; oversees network integration of applications that allow for remote connectivity (VPN); provides network attached storage support in a SAN environment; provides technical support, troubleshoots and resolves complex problems for critical or escalated issues. Directs server administration including the use of VSphere for a virtualized server environment; performs server installation, implementation and maintenance including LINUX, Windows, Exchange, Active Directory and VMWare; ensures server patches are installed and maintained properly;Performs incident management for network based questions and problems. Manages and maintains VOIP system, Cisco Unity software, the telephone system IVR, network switches and routers, and network firewalls. Monitors network and server usage and desktop applications within OAL. Supports network security requirements of key suppliers and vendors to the OAL; coordinates with OAL Security Section to ensure network achieves a high availability rating related to security cameras, facilities secured access and other security requirements. Provides support and management of telephony-based system including analog, digital, wireless and satellite. Collaborates with DIS to maintain communication and data circuits between DIS and external vendors; coordinates the monitoring, testing and management of the Disaster Recovery Plan for OALs IT infrastructure. Maintains and updates the technical documentation for existing systems and new technologies used in the OAL network and daily network management. Produces and maintains training documentation for end users on desktop and telephone systems. Monitors IT and network infrastructure contracts and support agreements; manages and negotiates new, renewal or replacement contracts or support agreements; procures IT and network infrastructure equipment and supplies. Supports other OAL sections large reproduction equipment; supports and maintains the Transparency Act requirements for OAL. Performs other duties as assigned. SPECIAL JOB DEMINSIONS:This position requires lifting and transporting equipment up to 100 pounds, driving a vehicle, walking, standing reaching with arms and hands, using hands and fingers, climbing heights, stooping, kneeling, crouching and crawling in order to perform essential functions.

Knowledge, Abilities, and Skills
Knowledge of the state network systems and the relationship to the agencys informationtechnology network, client/server technology, systems hardware and softwareintegration needs. Knowledge of the agencys information technology (IT) infrastructure and the relationship tointernal and external needs. Knowledge of server operations including Windows, Exchange, Sharepoint, SQL, etc. Knowledge of operating systems and directories including LINUX, Windows, Macs, ActiveDirectory, etc. Knowledge of software applications security. Knowledge of technical documentation requirements. Knowledge of state and federal procurement laws, rules and regulations. Ability to architect, implement and support network infrastructure solutions. Ability to analyze and troubleshoot problems and issues. Ability to integrate regulatory requirements related to design and support of networksecurity. Ability to manage required interactions to optimize network performance, reliability andsecurity. Ability to serve as a project manager to deliver network or system enhancements orrequired changes. Ability to utilize server and operating systems tools. Ability to prioritize, organize and perform varied tasks. Ability to interpret and apply state procurement laws, rules and regulations to service,equipment and supply contracts and support agreements. Ability to communicate orally and in writing with a variety of staff and external contacts.
Minimum Education and/or Experience
The formal education equivalent of a bachelors degree in computer science or information technology; plus six years of progressively more responsible experience in network engineering or systems administration. CERTIFICATIONS, LICENSES, REGISTRATIONS:CompTIA or A+ certification or equivalent is required. Must possess a valid Arkansas drivers license. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
