The AOC Software Engineers is responsible for developing and supporting AOC applications including standalone, client-server, COBOL, Oracle Form and web-based applications. Software engineers are also responsible for designing, developing, and executing data conversion and migration programs between disparate systems. Software Engineers are required to be competent users of the applications for which they are providing development and support, and experts in the technologies used to develop judicial branch applications.
Typical Functions
Work with application design team to develop scope and specifications of applications and reports.
Participate in planning sessions in order to develop project schedules.
Provide regular updates to project managers on project task assignments.
Design, code, debug, and test application software and reports.
Monitor, optimize and tune applications and reports for maximum performance.
Aid in the testing and debugging of new and existing application software.
Execute task conforming to formal techniques, standards, policies and procedures.
Troubleshoot user-reported application and report issues.
Analyze and code for conversion of data between applications and databases.
Administer and maintain legacy COBOL case management system.
Provide technical assistance to application users when needed.
Document and report on daily progress, procedures and activities.
Maintain application and report documentation.
Special Job Dimensions
Knowledge, Abilities, and Skills
Some knowledge of Arkansas court case management practices, business processes and procedures is helpful.
Knowledge of basic documentation and record keeping procedures.
Knowledge of application design and development methodologies, including change and version control.
Knowledge of application development in Linux and Windows server operating system environments.
Knowledge of SQL, PL/SQL.
Knowledge of Object Oriented Programming languages and development methodologies.
Experience working with relational databases such as Oracle, SQL Server, and MySQL.
Experience with application development in COBOL, Python, Java, JavaScript, XML, and Oracle Forms desired.
Ability to create reports. Experience with Oracle Reports or Jasper Reports a plus.
Ability to develop, optimize and maintain applications.
Ability to effectively multitask.
Ability to work independently and as part of a project team.
Minimum Education and/or Experience
The Software Engineer must have a Bachelor of Science degree in Computer Science or an advanced degree in a related field. Relevant advanced technical certifications, and experience managing applications in an Oracle RAC and web-based environment are highly desired.
The Software Engineer must have at least five years of relevant experience including at least two years in an application development role. Knowledge of Arkansas court systems and understanding of the use of technology in court applications is highly desirable.
