Summary
The Fiscal Support Analyst is responsible for performing a wide variety of fiscal related tasks that are standard or regular support duties within an assigned department or program and for researching financial data and preparing reports. This position is governed by Generally Accepted Accounting Principles (GAAP), state and federal laws, and agency policy.
Typical Functions
Researches and analyzes data, develops or revise processes or policies based on research, and submits prepared report findings to supervisor. Develops and maintains databases, spreadsheets and other fiscal reporting mechanisms, reviews and audits fiscal information for accuracy and quality assurance. Provides technical assistance to others working within various databases and systems, including the state accounting system and general ledger, and assists in reconciling problems. Posts transactions to journals and/or ledgers, balances entries, and reconciles errors manually or electronically. Performs various accounting duties and assists with budgets and fiscal monthly and year end closing. Produces monthly production reports, statistical reports, or other regularly scheduled reports. May be responsible for proper and timely entry of time records, payroll related documents, purchase orders, personnel action forms, budget documents, labor distribution reports, or any other procedural forms required by other departments or divisions. May serve as a lead worker, providing training and guidance to fellow employees and establishing work plans, timeframes and/or deadlines or may supervise a small support staff by interviewing, training, assigning and reviewing work, and evaluating performance. Performs other duties as assigned.

Ability to conduct research, perform quantitative quality assurance reviews, and prepare reports.
Minimum Education and/or Experience
The formal education equivalent of an associates degree in general business, business management, or a related field; plus three years of experience in fiscal operations. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
Preferred Qualifications
Experience using the Asset Management module in AASIS or other asset management software. Education in accounting or experience in applying accounting principles. Experience in the procurement of assets. Experience in inventory or asset tracking.

The Arkansas Division of Emergency Management (ADEM) is announcing a vacant position (#22088855) of Fiscal Support Analyst, Grade GS05. Starting salary for this position is $32,405. Higher starting salary would apply only if a promotional opportunity for a current Arkansas State employee or a former Arkansas State employee with reinstatement rights. This position is housed under the Administration Division. The Fiscal Support Analyst is responsible for performing a wide variety of fiscal related tasks that are standard or regular support duties within an assigned department or program and for researching financial data and preparing reports. Applicant must be available for disaster duty at any time. Twelve-hour work schedules are possible and all ADEM positions are subject to 24-hour on-call duty in the event of an emergency or disaster. Occasional travel is required for this position. This position is governed by Generally Accepted Accounting Principles (GAAP), state and federal laws, and agency policy.

TYPICAL FUNCTIONS: Responsible for tracking all agency fixed assets including asset additions, retirements and transfers both internal and external. Maintains agency fixed asset information using the AASIS asset module and the agency fixed asset database. Works with agency Buyer to ensure that asset additions are properly recorded and tagged. Backup for the agency Buyer processing basic PRís and POís. Works with agency staff to retire agency assets no longer needed including coordination with DFA Marketing & Redistribution and the completion of all necessary documentation. Coordinates and documents periodic inventory of assets. Maintains all documentation on assets for audit review and works with state legislative and federal auditors.
