Summary
The Arkansas Educational Television Network (AETN) Engineering Division Manager isresponsible for overseeing all activities of the Engineering Division, and ensuring that allbroadcast facilities and components of the Arkansas Educational Television Network arefunctioning properly and safely. This position is governed by state and federal laws andagency policy.
Typical Functions
Leads AETN television engineering division made up of 21 engineers and technicians. Directs maintenance efforts to assure 100% AETN on-air program delivery performance. Consults with division lead engineers in upgrades and improvements to AETN technicalinfrastructure. Plans and implements major capital projects including expanded program origination andtransmission facilities. Manages out of house design professionals and specialty contractors involved with AETNprojects. Generates detailed technical specifications for major equipment items to be purchasedthrough the Office of State Procurement. Oversees physical plant maintenance and operation at the AETN production center. Approves maintenance plans at remote microwave and transmitter sites. Writes status reports for AETN staff and management detailing major project progressand any technical anomalies. Interfaces with the press and public as necessary to informand educate regarding AETN services. Provides technical support to other AETN divisions in making presentations to the publicor other state agencies/officials. Serves as a hiring team member, when requested, interviewing candidates andrecommending new hires. Reviews engineering division staff performance and counsels, as necessary, in jobrelated issues and writes and reviews annual performance evaluations. Trains and guides technical personnel on job related skills as necessary. Interfaces with other broadcast professionals, plus researches relevant technicalliterature to maintain up to date broadcast engineering skill set. Interfaces with other agencies and broadcasters regarding AETN capabilities andavailable services. Performs other duties as assigned.

Knowledge of supervisory principles and practices. Knowledge of broadcast engineering. Knowledge of broadcast terminology and uses. Ability to read and interpret safety rules, operating/maintenance instructions, andprocedure manuals. Ability to read, analyze, and interpret business manuals, technical procedures, andgovernmental regulations. Ability to read, analyze, and interpret scientific and technical journals, financial reports,and legal documents. Ability to prepare and/or present written communications that pertain to controversial andcomplex topics.
Minimum Education and/or Experience
The formal education equivalent of a bachelorís degree in engineering, computer science or related field, plus six years of progressively more responsible experience in the areas of broadcast management and finance, including three years in a professional supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Knowledge of FCC rules and regulations. Ability to develop organizational technology strategy that addresses both short
and long-term planning; establish technical standards, priorities and business development needs of the GPB media.

Agency Specific Information
The AETN Engineering Division Manager, also known as the CTO (Chief of Technology Officer) supervises TV/FM broadcast engineering and Network Operations. Fundamental understanding of the technology and infrastructure necessary to support the operations of a multi-faceted media company; strong understanding of the role technology plays in today's media business model; ability to effectively leverage technology for greater organizational impact. Successful candidate will develop organizational technology strategy that addresses both short and long-term planning. The CTO will partner with the Senior Leadership and CEO of AETN to understand organizational technology needs to further benefit the organization.
