Summary
The Arkansas Career Education (ACE) Program Coordinator is responsible for developing and coordinating the statewide education plan as it relates to either career and technical education or adult education and for providing administrative assistance to school districts outside the state system concerning the granting of Carl D. Perkins Federal Funding, a federal appropriation intended specifically for vocational and technical education. This position is governed by state and federal laws and agency policy.
Typical Functions
Supervises a medium-sized staff of professional and administrative support personnel by interviewing and recommending for hire, assigning and reviewing work, and evaluating employee performance. Provides specialized assistance to vocational and technical educational administrators and instructors by interpreting federal and state regulations pertaining to these applicable educational programs as well as career and technical educationís Carl D. Perkins funding. Develops proposals and operational plans of assigned specialty area(s) within the vocational education division to ensure the establishment of appropriate goals as well as the development of a plan of action to achieve these goals. Develops and recommends policies and procedures for evaluating educational programs; examines existing operational policies as requested by external and internal personnel. Organizes technical assistance teams for examination of career and technical education programs to ensure adherence to regulations for federal and state funding. Performs other duties as assigned.

Knowledge of supervisory practices and procedures. Knowledge of federal and state guidelines governing the area of specialty. Knowledge of federally funded assistance program application requirements. Knowledge of the vocational education and/or career and technical education field in which the position will function. Ability to supervise staff. Ability to evaluate the effectiveness of existing program operations. Ability to plan, prepare, and conduct workshops. Ability to develop modifications for policies pertaining to the area of specialty. Ability to create and disseminate functional tasks for unit objectives. Ability to interpret apply federal and state laws and agency policy.
Minimum Education and/or Experience
The formal education equivalent of a bachelorís degree in education, business administration, or a field directly related to the assigned program area; plus five years of experience in education or directly related to the assigned program area, including two years in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
Preferred Qualifications
The Program Manager will possess knowledge of grant development and management, compliance with state and federal laws and regulations governing grant administration, and state budgetary and accounting principles and practices. The Manager will possess strong collaborative and organizational skills to prepare, present, and review proposals and technical information and materials. The Manager must demonstrate initiative as a self-starter, be analytically astute, exercise responsible discretion and judgment, and be highly motivated to competently achieve performance expectations with minimal supervision. The candidate must possess exceptional verbal and written communication skills. Public presentation experience is desired.
Proficiency in all Microsoft Office products is required, especially Microsoft Word, Excel, and PowerPoint. Transferable knowledge of and technical understanding of data and analytic tools is preferred. Additional training in software utilized for strategic plan visualization will be provided.

Position Summary

The position will function as a Strategic Planning and Development Program Manager for the Arkansas Department of Career Education. The Program Manager will collaborate with agency divisions to collect information and data for all divisions that will be used to inform and provide current information specific to the agency divisions. The Program Manager will monitor the agencys strategic goals, objectives, strategies, and outcomes.
The Program Manager is responsible for maintaining a grant database for better coordination and collaboration. This Program manager will research and write for new grant opportunities that support and enhance programs and services that are aligned with the agencys strategic goals. This responsibility does not apply to current state and federal funding sources. Due to stagnant state and federal funding for career and technical education and adult education, coupled with an increased need for programs, services, and equipment, it is imperative that additional funding sources be identified and funding be secured.
Irregular work hours may be required, which may include weekends. Local and some in-state travel are required.

The State Board of Career Education is the governing board for the Arkansas Department of Career Education. The Board establishes and maintains system-wide policy and direction in the three areas of responsibilities. The Arkansas Department of Career Education provides daily leadership, technical assistance, and resources to prepare the state's youth and adults to become productive, informed, and creative citizens, workers, and most importantly, leaders.

ACE is comprised of three divisions which are: Adult Education, Career and Technical Education, and Arkansas Rehabilitation Services. The Arkansas Career and Technical Institute (ACTI) is a part of the Rehabilitation Services Division.

ACE oversees career and technical education programs in the secondary schools, secondary area technical centers, adult and youth apprenticeship programs, Arkansas Rehabilitation Services, and adult education programs. ACE also works with the Veterans Administration to approve state educational programs for veteransí benefits, and has oversight authority for the Law Enforcement Support Office 1033 and the Department of Defense 122 Programs.
