The Department of Human Services (DHS) / Division of Aging and Adult Services (DAAS) Division Manager is responsible for planning, directing, and managing daily operations of DAAS. This position is governed by state and federal laws and agency policy.
Typical Functions
Supervises a small to medium-sized professional team of field managers, family service workers, and administrative support staff, by interviewing, hiring, providing training opportunities, assigning and reviewing special projects, evaluating the performance of staff, and being on call after-hoursMonitors unit budget, reviews, verifies, and approves unit expenditures, advises management of potential budget problems, and makes budget recommendations. Reviews and approves managerial and staff recommendations and administrative actions. Provides technical assistance concerning adult maltreatment investigations and protective services; provides information on state, federal, and local resources, agency policy and procedures; provides interpretation of laws, policies, and procedures for subordinates, agency stakeholders, and the general public. Conducts formal and informal training on policy, social work principles, and community networking; represents the division on related workgroups, task forces, and at conferences in/out of stateReceives complaints, confers and coordinates with elected officials, attorneys, state and local law enforcement officials, agency officials, providers, and community organizations to solve problemsEstablishes unit policies and procedures, monitors case assignments for compliance with state regulations, accuracy, and timeliness, and makes suggestions for improvement; disseminates and interprets laws, policies and procedures; monitors and ensures equity of work assignments. Monitors adult maltreatment trends across the state and nationally to determine high need areas and recommend appropriate assignments. Performs other duties as assigned.

Knowledge, Abilities, and Skills
Knowledge of state and federal laws and regulations governing the administration of Adult Protective Services. Knowledge of the principles and practices of human resource and organizational management. Knowledge of program planning, monitoring, and evaluation techniques. Knowledge of division programs, policies, and procedures related to program area. Ability to establish comprehensive organization systems and programs and to direct operations through subordinate managers. Ability to prepare, present and review oral and written technical and confidential information and reports. Ability to communicate effectively.
Minimum Education and/or Experience
The formal education equivalent of a bachelor’s degree in business administration, general business, social work, sociology, or a related field; plus four years of experience in social work, adult protective services, or a related area, including two years in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Knowledge of ANSWER and CURAM eligibility systems, proficient with MS Word, Excel and Power Point, Knowledge of Medicaid Eligibility Policy with emphasis on Long Term Services and Support, Strong leadership skills

Special Work Condition
The starting salary for this position is $45,010 annually. This position is located in Little Rock, AR.

Person selected for this position will serve as the Division Manager of the Medicaid Long Term Services and Support program and be responsible for achieving agency goals for timely, accurate and courteous service statewide. Position may be housed in Little Rock Central Office or any DHS County Office with available space. Frequent travel required.
