Summary
The Department of Human Services (DHS) Director of Home and Community Based Services is responsible for overseeing all managed care programs within the Division of Aging and Adult Services. This position is governed by state and federal laws and agency policy.
Typical Functions
Directs supervisory level personnel who interview, hire, perform employee evaluations, and provide staff training. Develops, assigns, and coordinates implementation of managed care program policies and procedures. Monitors and evaluates managed care program effectiveness and service delivery to ensure compliance with state and federal regulations. Investigates and resolves problems and complaints related to manage care programs including initiating corrective action and/or disciplinary actions. Researches and develops plans for merging waivers to implement a universal assessment process and data management system in the long term care systems planning process. Oversees senior managerial personnel that create strategic mission objectives, recommends methods for integrating divisional objectives, and then monitors performance for assurance that objectives are met. Recommends organization-wide culture change initiatives to senior managerial personnel in an attempt to support mission objectives and assists with implementation. Researches and interprets state and federal laws and regulations, drafts or reviews and comments on drafts of legislation and policies. Coordinates division activities with other departments within and outside the agency to facilitate the transfer of information and accomplishment of program goals. Performs other duties as assigned.

Knowledge, Abilities, and Skills
Knowledge of state and federal laws, rules and regulations governing managed careprograms. Knowledge of managed care program policies, procedures and operations. Knowledge of methods used for human resource and organizational management. Ability to generate effective consultations with subordinate supervisory personnel. Ability to develop original system designs that generate culture change strategies. Ability to evaluate service delivery and program effectiveness and compliance and designcorrective measures. Ability to prepare, present and review oral and written information and reports.
Minimum Education and/or Experience
The formal education equivalent of a master’s degree in public administration, health careadministration, business administration, social science or a related field; plus four years ofexperience in human service program organization and administration, including two yearsin a managerial capacity. Additional requirements determined by the agency for recruiting purposes requirereview and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PARTOF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS,UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
Preferred Qualifications
Minimum of 5 years in DHS County Office Administration, excellent written and oral communication skills, strong leadership and motivational skills, history of successful engagement and partnership with community stakeholders, Knowledge of ANSWER and CURAM eligibility systems, proficient with MS Word, Excel, & Power Point, Knowledge of Medicaid Eligibility Policy with emphasis on Long Term Services and Support.

Special Work Condition
Person selected for this position will serve as the Director of the Medicaid Long Term Services and Support program and be responsible for achieving agency goals for timely, accurate, and courteous service statewide. Position may be housed in Little Rock Central Office or any DHS County Office with available space. Frequent travel required. The starting salary for this position is $69,776.00
