Initial Narrative     V1 WAS NORTH ON AR HWY 299. V1 LEFT THE ROADWAY AND STRUCK THE WEST SIDE BRIDGE RAILING CAUSING THE VEHICLE TO OVERTURN AND COME TO REST UPSIDE DOWN IN THE CREEK. WHERE IT WAS FULLY SUBMERGED.
