Initial Narrative     BOTH V-1 AND V-2 WERE TRAVELING WEST ON I-30 IN THE LEFT LANE OF TRAFFIC. V-2 HAD STOPPED IN THE ROADWAY DUE TO BACKED UP TRAFFIC FROM A CONSTRUCTION ZONE. V-1 FAILED TO STOP FOR STOPPED TRAFFIC AND COLLIDED WITH THE TRAILER OF V-2.
