Initial Narrative     THE OPERATOR OF V1 WAS TRAVELING WESTBOUND ON THE FULBRIGHT EXPRESSWAY (U.S. 71B). THE DRIVER OF V2 WAS TRAVELING WESTBOUND ON THE FULBRIGHT EXPRESSWAY (U.S. 71B). V1 WAS A SCOOTER TRAVELING UNLAWFULLY ON A CONTROLLED ACCESS HIGHWAY WITH NO TAIL LAMP VISIBLE. THE DRIVER OF V2 DID NOT SEE V1 AS THE FRONT SECTION OF V2 STRUCK THE REAR SECTION OF V1.
