Initial Narrative     V1 WAS EASTBOUND ON HIGHWAY 412 WEST WHEN V1 STRUCK THE PEDESTRIAN WHO WAS IN THE ROADWAY. V2 WAS EASTBOUND ON HIGHWAY 412 WEST WENT AROUND V1 THAT HAD STOPPED PARTIALLY IN THE ROADWAY AND STRUCK THE PEDESTRIAN AGAIN.
