Initial Narrative     V1 WAS EAST BOUND ON 9TH STREET WHEN STRUCK PEDESTRIAN WHO WAS CROSSING THE STREET. DURING THE ACCIDENT THERE WAS HEAVY RAIN IN THE AREA OBSERVED BY OFFICERS. THE PEDESTRIAN WAS NOT IDENTIFIED TIL LATER THE NEXT DAY BY THE CORONER'S OFFICE.
